Microsoft Authenticator loop problem.
1. Admin must log into office portal (Microsoft 365 admin center) and make sure there is a mobile number on the affected user.
2. Admin must go to Multi-factor authentication site and disable validation options Mobile app and mobile app and token.
3. User must go to mysignins.microsoft.com and under Security Info remove Microsoft authenticator and add edit prefered options.
